Existing licences referring to IS 13252 or IS 616 need the applicable migration instructions; an older standard number on a report is not sufficient evidence that a new application can use it.

BIS issues the registration licence. MeitY or another notifying ministry sets the relevant product order; the laboratory performs testing. These roles should be distinguished when checking a certificate or preparing an application.
Indian manufacturers
The actual manufacturer of Network Appliance (ADPM) prepares the CRS application for the manufacturing location, product category, brand and models. The factory identity in the application must agree with the test report and supporting documents.
Foreign manufacturers and the Authorised Indian Representative
An overseas manufacturer must meet BIS representation requirements and nominate an eligible Authorised Indian Representative where required. Prepare the nomination, undertakings and signatory authority before testing so factory and representative details remain consistent.
Importers
An importer should obtain the manufacturer's valid registration details and check that the supplying factory, brand and exact models are within its scope. Buying from a registered supplier does not establish approval for every item in that supplier's catalogue. An importer may act as AIR only when properly nominated and eligible.
Traders, distributors and marketplace sellers
A reseller does not obtain the manufacturer's CRS approval merely by opening a seller account or becoming a distributor. Keep the licence, model-scope evidence and supplier invoices, verify the registration status and check the product marking before listing or supplying the equipment.

Product and testing file
Use the current BIS application checklist for the final upload set. Product-specific tests or a query raised during scrutiny may require additional evidence.
The sample for Network Appliance (ADPM) must represent the construction submitted for approval. Confirm the number of samples, accessories, firmware or operating modes, laboratory recognition and available test scope before dispatch.
A CE marking, overseas test certificate or report for another manufacturer's factory does not by itself replace the report required by the CRS application route.
Use the BIS Standard Mark and registration number according to the approved scope and current marking requirements. Check the model, brand, ratings and identification details against the test report and licence before printing labels or packaging.
The BIS notice on the 2026 revised Scheme II provisions describes an initial five-year licence and renewal for a further five years, with fees payable annually. The licence's actual grant conditions and subsequent amendments remain relevant to your case.
Keep a calendar for annual fee payment, production information, renewal and any standard-transition deadlines. The notice explains that failure to pay annual fees and provide production details by the due date can affect continued operation of the licence.
Prepare an itemised budget covering laboratory testing, official application and annual charges, sample shipment, any retesting, AIR arrangements where relevant and professional support. Separate approvals such as EPR, WPC, TEC or BEE have their own scope and costs.
The timeline for Network Appliance (ADPM) depends on the final category, sample readiness, laboratory availability, test outcome and completeness of the application. Agree the test slot and document review first; a fixed approval promise before the technical review can overlook retesting or authority queries.
Supplying a notified product without the required approval, or outside the approved scope, can lead to enforcement action. Verify the applicable requirements before placing an order or releasing stock.
E-waste registration concerns the business placing covered electrical and electronic equipment on the Indian market and its role under the E-Waste (Management) Rules. It is separate from the manufacturer's BIS safety approval. Manufacturers, producers, recyclers and refurbishers have distinct registration roles; producer EPR obligations should not be assigned indiscriminately to every entity.
The product-category reference to assess for Network Appliance (ADPM) is ITEW22. Match the exact equipment description to Schedule I and the current CPCB portal category. A commercial family can contain products with different codes; confirm the classification before calculating obligations.
Review whether the business manufactures and sells equipment under its own brand, sells another manufacturer's equipment under its own brand, or imports covered equipment. Also check exclusions and amendments that affect the entity and product. A foreign manufacturer's BIS licence does not by itself satisfy an Indian producer's environmental registration duties.
Reconcile the legal entity, brands and category data before filing. Do not enter an estimated product weight or an unrelated equipment code simply to complete the form.
Registration and fulfilment of recycling obligations are different tasks. Producers meet assigned EPR obligations through the authorised certificate mechanism; registration alone is not evidence that annual obligations have been discharged.
Producers, including covered importers and brand owners
Maintain the required market-placement records, review assigned EPR obligations, obtain eligible EPR certificates through the prescribed mechanism and file the required returns. Check reporting periods, category mapping and certificate balances on the current portal.
Manufacturers
Complete the applicable manufacturer registration and manage e-waste arising from manufacturing as required. A manufacturer that also meets the definition of producer must assess that role separately.
Recyclers and refurbishers
Use the registration category for the activity actually performed and obtain applicable facility consents or permissions. Maintain records and returns for material processed. The generation of recycling certificates and any refurbishment-related treatment follow their respective rules and portal procedures.
