The RCMC stands for registration cum membership certificate [RCMC] and is needed to be obtained by companies or organizations who apply for import or export license as well as avail concession under the foreign trade policy.
The RCMC Registration is being issued by the competent government authority and those who are exempted under the export import policy are not required to obtain this certificate.Therefore the RCMC registration can be obtained by the exporter from Federation of India Exporters organizations [FIEO] .
The Registration cum membership certificate registration could be obtained by any status holder from the federation of Indian Exporters organizations [FIEO].In case the export product is not covered by EPC the RCMC registration could be obtained.

What Is Validity Of RCMC Registration ?
The RCMC Registration validity shall be as follows -
The validity is for a period of 05 years from 1st april of licensing year [issue year] to next 05 years ending 31st march of the licensing year.

What Are The Reports Which Needs To Be Furnished By RCMC ?
One has to furnish the quarterly returns and details of export to the concerned EPC by the exporters. However quarterly returns can be submitted to the FIEO by the status holder .
What is the process of filing for RCMC registration ?
According to general instructions , in order to become a member of EPC , an exporter has to file a prescribed format application which is being guided above
A] An application form where product details are specified for Registration cum membership certificate is required .
B] The certified copy of the Import Export Code [IEC] being issued by concerned licensing authorities .
C] A copy of the Bank certificate is being required or needed in order to verify the applicant financial capabilities and detail.
D] The SSI/IEM certificate is being required where the registration is to be sought as the manufacturer exporter.
E] A declaration to be needed in relation to the effect on the export and import in the previous financial year.
F] The partnership deed for the partnership firms and in case of companies the copy of memorandum and articles of association is needed to be provided.

What is procedure regarding de-registration of RCMC certificate ?
Whenever there is any violation of RCMC registration conditions ,the registering authority has the complete powers to de-register RCMC holders.
However there will be a show cause notice to be served to RCMC holders and a reasonable opportunity would be given to make a representation against the proposed de registration.

How to appeal against de-registration ?
One can make an appeal within a time period of 45 days against the de-registration through an aggrieved party to DGFT or other agencies.The decision taken from their end shall be considered as final and binding .
